You have to check the power delivery circuits to the fuel pump as you are saying the pump is okay, right? Install a test light to a good ground and to the power supply that is coming down the harness to the fuel pump. With the key off, there should be no light on. When the ignition is turned to on, the light should be on for about two seconds and then go off. When the key is turned to start the light should come on and stay on as long as you are cranking or running. There are two circuits that allow the fuel pump to work. One is the PCM conntrolling the relay by way of grounding the primary contacts to enable the secondary contacts. The other is from the oil pressure sensor or switch. These all have to be checked for power supplies, usually fuses or fusible links, and the switches that control them. You have to determine if you have a bad switch or an open wire somewhere.

Is there a fuel pump cut off safety switch somewhere---normaly under the dash.Do you have current at the pump You obviously have not, because if you did( and you say the pump is o k) then providing the fuel pump earth is ok it would work
